We have received a lot of requests from users to fix this error, and struggled to find out what was going on there. It turns out this error appears when the debit card has insufficient balances, or the credit card has no longer been used, suspended or issued improperly.

To prevent this issue, we recommend that you add another card on your PayPal account.
